In D C only the president can activate the National Guard. No one else has that authority to do that or to deny that it be done. In the other states only the governor has that authority. It would be absurd if members of the senate could also do that.
This so called “attack” was orchestrated by Peelosi and the corrupt FBI and other DOJ agencies!!
