Fema having two separate accounts is nothing but a bogus lie. It’s the same thing as you or I having a checking account, and a savings account. We can either use the funds from one account or the other for whatever we want, and that’s the same exact thing FEMA is doing here. The money from the government is all part of one spending bill, which is the disaster relief fund bill.
