Too bad he can’t be issued a citation for interrupting people. This is a person with no manners or abilities to interact with others that are not black.
He knows what HIS rights are—BUT he DOESN’T know what his neighbors rights are. I believe he does have a right to be as ignorant as he wants to be, BUT not at the expense of his neighbors.
