I had read in a previous article that the boat was stolen from a marina in Florida. Also that the people on the boat were going to Cuba to help some Cubans escape the regime. None of that has been verified so far but it makes sense on why civilians would be going to Cuba in the first place.
Regardless of motive, anyone entering territorial waters of another country without permission and engaging in a gun battle with that country’s defense forces can expect a lethal response. We have been blowing up boats in international waters that weren’t anywhere near U.S. territory. FAFO.
